While she probably did mean somthing along the lines of “It’s you’re own fuckin’ fault fags!”, “improper sexual conduct” could just as easily mean unsafe sex as homosexuality, in which case she is saying that AIDS is the retribution for not wearing a condom, or not finding out your partner’s HIV status, or not being monogamous.
